Regional Representative, East and Southeast Asia

Win Sim Tan

As Regional Representative, East and Southeast Asia, Win Sim handles relationships and collaboration with key partners in the region to secure endorsement of markets and the use of Verra standards to meet their objectives. This also includes exploring market opportunities for VCS project proponents inside and outside of the region and supporting regional government actions and policies, for example, pilots for Article 6 and capacity building for VCM.

Prior to joining Verra in December 2023, Win Sim was one of the pioneer team members of Bursa Carbon Exchange (BCX), which is the national VCM exchange for Malaysia. Involved in the launch of the exchange, he was in charge of onboarding supply of carbon credits, conducting project due diligence and stakeholder engagement with regional project developers.

Win Sim has a Master’s degree Environmental Protection and Management from the University of Edinburgh and a Bachelor’s degree in Wildlife Ecology from the University of Wisconsin – Madison. Based in Kuala Lumpur, Malaysia, he enjoys birdwatching and recreational archery.

Tani Colbert-Sangree

Tani joined GHGMI in the summer of 2019 and supports the organization as a Project Manager. His expertise covers carbon offsets, Article 6 of the Paris Agreement, GHG verification, GHG emissions accounting for electric companies, GHG emissions accounting for battery energy storage systems, programs to build national GHG inventorying capacity, and institutional structures to implement climate action plans.

Tani has developed training to accredit verifiers through the California Air Resources Board’s Compliance Offset Program and the Low Carbon Fuel Standard. He has also contributed to the offset credit rating initiatives of the Carbon Credit Quality Initiative and Calyx Global. He has over 10 years of experience with climate change mitigation and adaptation work. Tani works for a sustainable future, recognizing that this necessitates liberation from oppression for all people, disability inclusion in climate action planning and implementation, and respect for our natural world and its many forms of life.

He obtained a certificate of proficiency from GHGMI in 2015 for GHG Verification for Inventories and Projects while running his consultancy, Tomorrow’s Climate Solutions. Tani co-founded the Offset Network in 2016, a peer review system enabling universities to engage students in meeting their carbon neutrality goals by integrating curriculum and research with emission reduction project activities. He strategically led the Duke University Carbon Offsets Initiative from 2017-2019.

Carbon Policy Analyst

Fundile Maphanga

Fundile Maphanga is the Carbon Policy Analyst at AlliedOffsets, where he leads policy and regulatory-related research for global clients. He holds a Master's degree in Environment, Politics and Development from the School of Oriental and African Studies (SOAS), University of London. He has previous experience in consulting on governance and political economy in Southern Africa, where he delivered political risk and analysis to deliver the World Bank’s Country Partnership Framework with the government of Eswatini. He currently develops innovative products relating to the convergence of voluntary and compliance carbon markets, Article 6, CORSIA, jurisdictional REDD+, and emissions disclosure regulations, including California’s AB-1305.

Hung-Jeng Tsai

Hung-Jeng Tsai is the Director of the Center of Carbon Research and Solutions (CCRS) at the National Sun Yat-Sen University (NSYSU). He is also the Professor and Director of the Graduate Institute of Marine Affairs. CCRS works closely with TCX to establish a local voluntary carbon market and drive the carbon reduction technology chain. To that purpose, CCRS systematically researches net zero-related regulations, including mandatory and voluntary carbon pricing systems, carbon credit rating systems, ESG, and green financing. We also provide carbon management consultation and conduct learning courses to promote local sustainability education.

Brad is currently The Enterprise Sales Lead for AlliedOffsets. He works with large, global clients to provide data that supports their decision-making processes. Along with an MBA from the University of Loyola Chicago and an MSc in Sustainability Management and Innovation from the University of Westminster, he brings 14 years of experience in the Energy Sector with BP, and 6 years in the Financial Services Sector to the Carbon Markets. At AlliedOffsets, he helps clients minimise risk, identify quality and generate value through the use of data.

Louis Booth

Louis is the Commercial Lead for APAC at Sylvera, a leading carbon data provider. As part of his role at Sylvera, Louis supports private and public sector stakeholders to obtain accurate data to make better decisions for their decarbonisation strategies. Prior to Sylvera, Louis worked in the Renewable Energy industry supporting the development of solar & wind energy facilities across Europe. He holds an MSc in Environmental Sciences, specialising in ecosystem restoration.

Shen-Han Hung

Hung is the 11th Legislator of Taiwan (R.O.C.), nominated by the Democratic Progressive Party (DPP). He has been a member of the Social Welfare and Environmental Hygiene Committee since the first session of his current term. Prior to joining the Legislative Yuan, Hung was the Deputy Secretary General of the Green Citizens' Action Alliance. He worked with civil society and experts to advocate the country’s energy transition, environmental governance and climate change policy.

John Chung-En Liu

John Chung-En Liu is an Associate Professor of Sociology at National Taiwan University, where he is involved in the International Program on Climate Change and Sustainable Development. He earned his Ph.D. in Sociology from the University of Wisconsin–Madison, complemented by degrees from Yale University in Environmental Management and Development Economics. Previously, he served as an Assistant Professor at Occidental College and a Postdoctoral Fellow at the Harvard Kennedy School. His research applies a sociological lens to climate change and environmental issues, focusing on Taiwan's efforts toward net-zero emissions through initiatives like Just Transition and carbon pricing. His work is published in various journals and seeks to contribute to practical policy solutions.

目前擔任國立臺灣大學社會學系副教授，同時也是臺大氣候變遷與永續發展國際學程的合聘教師。到臺大任教之前，他在耶魯大學取得環境學院的環境管理碩士和國際與發展經濟碩士，從威斯康辛大學麥迪遜分校的社會系取得博士學位。畢業之後，他在哈佛大學甘迺迪政府學院擔任博士後研究員，爾後在美國洛杉磯西方學院社會系擔任助理教授。 劉仲恩副教授的主要研究興趣是透過社會學的視角研究氣候變遷與各種環境議題，由於環境議題牽涉廣泛，他習於也喜於跨領域合作，近期關注台灣邁向淨零過程中的各種挑戰，特別是公正轉型與碳定價，期待透過扎實學術研究對於政策與實作有所啟發。

Joshua Tien

As the CEO of the Taiwan Carbon Solution Exchange (TCX), Joshua Tien is responsible for the strategic directions and future plans of TCX. He is committed to cooperating with international organizations to help support local manufacturing industries, including semiconductors, steel, bicycles and petrochemicals to fulfill their commitments as part of the international supply chain. In addition, he also engages in rolling out government’s regulations to make them feasible to understand and easily implemented by industries. Lastly, he is deeply dedicated to helping raise awareness of the general public on the importance of eliminating carbon emissions that will also boost the new eco-economy innovative companies.

Joshua has served in the Taiwan Stock Exchange for over 10 years. He holds a Bachelor’s degree in Accounting from National Taiwan University, a Master’s degree in Accounting from National Chengchi University, and he is a current Greenhouse Gas Emissions and Removals Lead Verifier/Validator (ISO 14064) and CFA(US) charter holder.
